Architectural review
Exterior changes generally need written approval before work begins. That requirement is in the recorded covenants, not optional neighborhood etiquette.
When you need approval
If it changes how your lot looks from the street or a neighbor’s yard, assume you need Architectural Review Committee (ARC) approval first. Typical applications include:
- Fences, walls, and gates
- Room additions, sunrooms, decks, patios, and covered porches
- Sheds, play structures, and accessory buildings
- Exterior paint or material changes
- Driveway, walk, or hardscape replacements
- Major landscape regrades, tree removal, and retaining walls
- Pools, hot tubs, and sports courts
- Solar panels, generators, and exterior mechanical equipment
This list is a guide. The recorded Declaration of Covenants and any design guidelines control. If you are unsure, file an application or ask before you hire a contractor.
How to apply
- Read the covenants and any design guidelines in Documents (full library in the portal).
- Log in and submit an ARC request with a description, materials, colors, and a simple sketch or site plan.
- Wait for a written decision. Do not start work on a verbal “that should be fine.”
- You still need City of Carmel permits where the city requires them. HOA approval is not a building permit.

Fences, additions, and some accessory structures also need city permits or zoning review. Start at carmel.in.gov or call City Hall at 317-571-2400.
